Under Employees, click the employee profile. In the top, you will see these alternatives. Tick the boxes for the rights you want to give the employee. 

No access
The user can't login. He/she will receive email notifications when jobs are published.

User
The user can be a part of Hiring Teams and update their profile on your Career Site.

Designer
Update content and settings for Career Site.

Recruiter
Create jobs and invite users to Hiring Teams. Can only access their own jobs.

Admin
Can do everything.
